If you’re a landlord in Auckland, there’s an important deadline approaching: 1 July 2025. By this date, all rental properties across New Zealand must fully comply with the Healthy Homes Standards – no exceptions.

What Are The Healthy Homes Standard?
The Healthy Homes Standards (HHS) were introduced by the New Zealand Government to improve the quality of rental housing.

Heating Standard
Landlords must provide a fixed heating source in the main living area that can heat the room to at least 18°C.
In most cases, a heat pump or large fixed electric heater is required. Portable heaters do not meet the standard.
Insulation Standard
Ceilings and underfloors must have insulation that meets minimum R-value requirements.
If insulation was installed before July 2016, it must still be in good condition and meet the current regulations. In many older Auckland homes, top-up insulation may be necessary.
Ventilation Standard
Every habitable room must have at least one window, door, or skylight that opens to the outdoors.
Kitchens and bathrooms must have extractor fans to reduce moisture and prevent mould and mildew — a particular concern in Auckland’s humid climate.
Moisture Ingress and Drainage Standard
All properties must have effective systems for draining stormwater, surface water, and groundwater. If your property has an enclosed subfloor, a ground moisture barrier may be required.
Draught Stopping Standard
Landlords must block any noticeable draughts around doors, windows, floors, and chimneys.
This is particularly important in older Auckland homes, where gaps and poor sealing can make heating inefficient and expensive.
Compliance Deadline: 1 July 2025
Originally, Healthy Homes compliance was phased in, depending on tenancy changes. But from 1 July 2025, every residential rental property in New Zealand must meet all Healthy Homes Standards – regardless of tenancy type or start date.
Failure to comply can result in penalties of up to $7,200 per breach. Landlords must also keep clear records proving that their property is compliant – or demonstrate active steps toward compliance if not yet completed.
